The release comprises two self-contained greenfield development parcels which form the initial delivery phase of a residential-led, mixed-use development with outline planning permission for up to 1,640 homes.
It is the first opportunity at the Woolwell Sustainable Urban Extension and Community Park, which represents one of the most significant strategic housing sites in the city, comprising the majority part of a Joint Local Plan allocation for approximately 2,000 new homes.
The release of Phase 1 comes at a time of significant economic growth for Plymouth. The city is a recognised centre for marine, defence, advanced manufacturing and engineering industries. Recent Government commitments, including multi-billion pound investment into Devonport Naval Base and dockyard facilities, alongside the Plymouth Defence Growth Deal, and continued success of the Plymouth and South Devon Freeport, are expected to drive substantial employment and housing demand across the city and wider region.
Located approximately six miles north-east of Plymouth city centre, the site occupies a highly accessible location situated between the established residential communities of Roborough and Woolwell and offers views towards Dartmoor National Park.
The two development parcels are being made available individually or together. Phase 1A extends to approximately 26.59 net developable acres and is expected to accommodate approximately 399 dwellings, while Phase 1B comprises approximately 13.71 net developable acres and could deliver around 205 dwellings. Together the parcels represent an opportunity for up to 604 homes across the combined first phase.
The outline planning permission, granted by South Hams District Council in April 2026, allows for a comprehensive mixed-use scheme incorporating commercial and community floorspace, a new primary school, extensive public open space, strategic landscaping and supporting infrastructure, in addition to the residential dwellings.
The new school, community park, and various infrastructure requirements, including the Northern Gateway roundabout and key pedestrian and cycle infrastructure, will be delivered as part of Phase 1.
The proposed development will retain key landscape features and incorporate substantial public open space, including the community park along the northern and eastern boundaries. Historic features, including the former Plymouth and Dartmoor Tramway, will be integrated into green corridors and pedestrian and cycle routes.
